Defining Our Terms

When we say "minority" or "minority group", we mean those individuals who are citizens of the United States (or lawfully-admitted permanent residents) and are in the following racial/ethnic groups:

African-American or Black: persons having origins in any of the black racial groups.
Hispanic: All persons of Mexican, Puerto Rican, Cuban, Central American, or other Spanish cultures or origins, regardless of race.
Asian or Pacific Islander: All persons having origins in any of the original peoples of the Far East, Southeast Asia, The Indian Subcontinent, or the Pacific Islands. This area includes, for example, China, India, Japan, Korea, the Philippine Islands and Samoa.
American Indian or Alaskan Native: All persons having origins in any of the original peoples of North America, and who maintain cultural identification through tribal affiliation or community recognition.

We define a minority-owned or women-owned business as one:

that is at least 51% owned by minorities or women,
whose management and daily business operations are controlled by one or more women or members of a minority group, and
that, if publicly owned, has one or more women or members of a minority group owning 51% (or controlling share) of the stock.
