Your new Tenleytown Safeway will be redeveloped and have a new look, new departments and new ways to save money down every aisle.


The current Safeway opened in 1981 and, at 35,000 s.f., is too small to provide the range of products and services the modern consumer expects.

Aerial of current store The store is located on the property with its rear wall along 42nd Street. Because it essentially "turns its back" to 42nd Street and Wisconsin Avenue, it has been nicknamed "the Secret Safeway."
To bring a modern store to the community, Safeway seeks to replace its current store with a 58,000 s.f. Lifestyle model, and plans to re-position the new store on the site to create an inviting city streetscape. The building would be located on the property line along 42nd Street near the intersection of Ellicott Street and Wisconsin Avenue, Safeway's new store proposal would put its primary entrance on 42nd Street (rather than being "hidden" with a blank wall facing the street) visible to Wisconsin Avenue and make an active community supermarket part of the Wisconsin Avenue street life.

The new store will be able to provide a wide variety of grocery items, along with the enhanced service departments and special features. With expanded specialty sections and a wider variety of grocery products the new Tenleytown Safeway will offer the feel of a neighborhood grocery store but with the features the modern consumer expects. The new Safeway will include such amenities as:

Starbucks Coffee Bar  Service meat and seafood
Expanded organic produce  Gourmet cheese department
Pizza oven  In-store café seating
Hearth oven for baking bread  Prepared Food

Safeway intends to offer a wide range of beer and wine in the new store and will be applying for a Class B license.


Safeway expects to operate the store on a 24 hours a day basis for the convenience of the community.

Parking Level There will be 177 parking spaces, 8 spaces fewer than required under the zoning regulations. The entrances to the parking level will be from Davenport Street and Ellicott Street in approximately the same locations as they exist today. There will be two vestibules in the parking level with elevators, stairs and an escalator at the 42nd Street vestibule to carry customers from the parking level to the store level. Because of the drop in grade, there will be natural light and ventilation in the parking level.

The loading dock and service area will be at grade and located at the south side of the property away from the adjacent residential properties. The trucks will enter and leave the service area from the Davenport Street entrance and all maneuvering will be done on Safeway's property. A wall surrounding the service area will screen it from view.
Landscape plan The building will be enhanced by extensive landscaping which will provide year-round seasonal interest through blooming times and colors, fall leaf colors, green leaves during winter, along with attractive bark colors. To create a sense of place, Safeway proposes to "adopt" the triangle park in front of the new store along Wisconsin Avenue (where the bus stop is currently located) and rejuvenate the landscaping of the WMATA parcel with harmonious plantings. Safeway will also landscape the vacant lot located on Ellicott Street as a community park. To provide a buffer for the adjacent residences, mature evergreens will be located in a 15-foot setback area on the west side of the property.

The new Tenleytown Safeway is designed to transition harmoniously into the neighborhood and numerous things have been done to accomplish this.
Repositioning the Building on Site
*
Its primary entrance is on 42d Street facing Wisconsin rather than turning its back to the primary arterial and commercial corridor.
*
The loading dock has been relocated to the south side of the property, away from residences. All truck maneuvering is done within a service area which will be screened from view by brick walls. Arms will be activated during the truck back up maneuver to prevent ingress and egress into the service area from the parking level. No trucks enter or leave from Ellicott Street.
*
The entrances to the parking level remain where they are today, from Davenport Street and Ellicott Street.
*
The vacant parcel on Ellicott Street will be a well-landscaped park for the benefit of the community.
Buffering Adjacent Properties
*
The brick wall and board fence a minimum of 8' in height along the property line will remain on the west side of the property
*
The building will be setback from the west property line a minimum of15' from the residential property lines.
*
A row of 20' high arborvitae will be planted in the setback which will grow together to form a continuous screen.
*
Other evergreen trees will border the open parking area on the north side.
*
No lights will be mounted on the west side of the building. Lights in bollards approximately 4' high will illuminate the emergency exit pathway next to the building.
*
All light fixtures in parking areas will have focusing features to minimize any light spilling onto adjacent properties.
*
All rooftop equipment is setback from the parapet and the noise from all of the equipment combined will be within the limits allowed by the D.C. noise ordinances.
*
Service area for loading is screened by a 14' brick wall.
Stepping Down Building Heights
*
The building will be tallest at the primary entrance on 42d street with visibility to Wisconsin Avenue.
*
The height of the roof closest to the residences to the west is stepped down to 32'.
*
The building height is lower than the 40' height that is allowed as a matter of right.
*
Shadow studies show that at no time does the building cast a shadow onto the residential property to the west beyond that cast by the existing trees.
Harmonious Building Architecture
*
On Wisconsin and 42d Street, the design echoes Tenleytown's street front retail along Wisconsin Avenue by using repeated bays along 42d Street.
*
A covered outside cafe seating area is incorporated along the urbanized street frontage of 42d Street, creating a place for residents to gather activating the street.
*
The triangular park on Wisconsin and the WMATA property will be landscaped along with the Safeway property to present a consistent landscape plan for the enjoyment of the community.
*
The building height at Davenport Street is consistent with the heights of the buildings along 42d Street and the architecture responds to the architecture of Georgetown Day School which is across Davenport Street from the store.
*
On Ellicott Street, the new park will provide open space for the neighborhood. The building is set back behind the park and the façade softened in design, including a gabled roof, to harmonize with the residential character of the street.
Enhanced Pedestrian Access
*
The main entrance to the store will be on 42d Street with visibility to Wisconsin Avenue

The landscaped triangular park with the bus stop will make use of public transportation more inviting.
*
A pathway from Georgetown Day School through the parking area to the Ellicott Street entrance in the parking level is provided.

A pedestrian entrance to the store through the Ellicott Street park will be provided.
planned unit development
To bring this new store to Tenleytown, Safeway filed an application for a Planned Unit Development (PUD) in August 2009. This application is unique in that the development plan does not require or request an increase in the matter of right building height or density although a change in zoning is necessary. The property is currently split-zoned with the store located in a C-2-A zone and the parking lot located in an R-2 zone (which has been used as a parking lot since 1981 pursuant to a special exception). A small portion of the property is zoned R-3.

Safeway is asking the Zoning Commission to re-zone the R-2 and R-3 portion of the site to C-1, the lowest density commercial zone available. Other zoning relief will be requested is a reduction in the number of required parking spaces from 185 to 177, a slightly decreased penthouse, courtyard, and side yard measurements.
